June 2022 to November 2024
In 2022, the City began exploring and designing the Downtown Connectivity Project. In 2024, the City secured full funding and the Richland City Council approved the project budget.
June 2025
The project’s environmental review under the National Environmental Policy Act Environmental Review was completed and approved. Project plans also reached 60% completion.
June 2025 to December 2025
The City began acquiring property access, called “right-of-way,” needed for construction. This included working with property owners to obtain temporary easements, permanent easements or partial land acquisitions. Commonstreet Consulting, a firm certified to meet state and federal requirements, led the right-of-way acquisition portion of this project.
Outreach to impacted properties and business owners also began. As part of the outreach and community engagement plan for this project, the City developed a focus group, hosted two focus group meetings and one community meeting during this timeframe.
Urban design and streetscape planning continue, ensuring the project enhances walkability and safety in Downtown Richland.
Project design work continued, with roughly 90% of the construction plans completed. At this stage, nearly all project details are finalized so contractors will know what is required for construction.
March 2026
Right of way offers (for property fee takes and temporary construction easements) sent to affected parcels.
May 2026
Final construction plans, ROW certification, and funding obligations are expected to be completed and approved for bid.
June 2026
Project expected to be advertised for bid.
August 2026
Project expected to be awarded.
Fall 2026
Construction expected to begin.
Winter 2028
Project expected to be completed.
